The list of diseases for disability in 2019 is of interest to more and more people who complain about their health and want to undergo a medical commission.

Disability is a medical and legal status that characterizes a person's condition when he is unable to carry out physical, mental and mental work.

It is not easy to obtain the status of a disabled person in the Russian Federation: for this, people are required to pass a special commission (abbreviated MSEC).


It consists of experts who will conduct a disability assessment in 2019.

The assignment of disabled status to a person in Russia carries not only medical, but also legal significance, since this category of citizens is entitled to benefits and payments.

There is an Order of the Ministry of Labor No. 664 of 2014, which regulates the list of diseases in case of disability, the characteristic features of establishing and obtaining this status.

By order, there is a list of persons, a certain list of diseases: their definition depends on a person's ability to independently serve himself, move freely, communicate, navigate in space, and learn.

In particular, the normative act defines the groups of persons entitled to disability:

Disability of the 1st group: these are citizens with the 4th class of the severity of the disease and dysfunctions of the human body.

People with disabilities in this group are not able to move independently or take care of themselves.

An approximate list of ailments: 1 group of disabilities:

  • visual impairment;
  • neurology;
  • deformation of arms and legs, etc.
  • oncology;
  • severe schizophrenia;
  • paralysis;
  • blindness.

Disability group 2: these are citizens with mild lesions and defects of the human body.

Unlike group 1 of disability, group 2 is a working group, which implies an opportunity for a person to work and receive wages.

Nevertheless, it is necessary to create comfortable working conditions for a disabled person in such jobs.

In the process of hiring disabled people of group 2, it is necessary to familiarize themselves with the working conditions that the employer is able to offer them.

An approximate list of ailments: 2 group of disabilities:

  • cirrhosis;
  • paralysis;
  • mental illness for more than 10 years;
  • stomach ulcer (severe form);
  • diseases of an infectious nature with damage to the central nervous system;
  • epilepsy, etc.

Disability group 3: - This is a small degree of severity of defects.

The injuries that accompany this status of the person make it difficult to move, create a restriction in the choice of work.

As a rule, the 3rd group of disability is given to persons:

  • with diseases of the central nervous system;
  • pathologies of internal organs;
  • spine pathologies; etc.

IMPORTANT: 1 and 2 groups are subject to certification every year.

Examination is carried out for 1 group once every two years, for 2 and 3 - once a year.

What diseases give permanent disability?

A distinctive feature of this list is that it is closed.

That is, the experts rely on the following diagnoses when prescribing indefinite duration:

  1. tumors of a malignant nature, with the presence of metastases;
  2. brain tumors of a benign nature, but inoperable;
  3. defeat and subsequent deterioration of functions: visual, speech, motor;
  4. deafness (complete);
  5. blindness (complete);
  6. increased pressure, accompanied by severe consequences arising from the CES;
  7. ailments of the respiratory system, indicated by persistent respiratory failure;
  8. irreversible renal impairment;
  9. defects of hands and feet.

Diseases and groups

What diseases give disability? There are groups of ailments: disability is determined by them.

List of diseases related to circulatory pathologies:

  1. A number of ailments of the musculoskeletal system.
  2. Diseases of the thyroid gland.
  3. Ailments of the digestive system, respiration.
  4. Dysfunctions of the sense organs: sight, touch, smell.

The legislator does not give a clear list of ailments for which a group of disabilities will be guaranteed.

For this, there is an expert council (MSEC), which, when establishing a disability group, an indicator of restrictions on movement, the ability to independently serve oneself, draws attention to the criteria:

  • the severity of the disease;
  • the specificity of the disease;
  • the causes of the disease;
  • a person's ability to work;
  • a person's ability to move, learn, navigate social life.

From the day when a person claiming the status of a disabled person submitted the necessary documents to the commission, no more than a month should pass.

Having received the documents, MSEC gives the citizen a disability group, based on the conditions:

  1. a change in a person's state of health, leading to disruption of the vital processes of the body under the influence of trauma, illness;
  2. deterioration of life, which manifests itself in the loss of a person's ability to independently serve himself, move in space, study, control his behavior, work;
  3. the need for social protection from the state.

IMPORTANT: if all conditions agree in one person, MSEC assigns him the disabled status. If at least one of the conditions does not match, a refusal will follow from the expert body.

How to get disabled status?

The regulations are set in the above order. The referral is given to the person by the therapist. If a person is not able to visit the commission on his own, then the examination takes place in a hospital, at home.

The experts of the commission give their decision to a legal representative, a candidate for disability, or another interested person based on the results of their work.

The decision is put on in the prescribed form of the document. This is a certificate of disability, with which it is necessary to apply for social benefits due to this condition of a sick person.

In addition, there is a disability due to a general disease. This is a separate type of disability, a disease that does not belong to any of the groups.

This type of disability reflects not the severity of the course of the disease, but the level of a person's suitability for professional work.

A person who has received this status has the right to obtain a disability group (2 and 3 disability groups).

Diagnoses for children

Disability does not bypass this category of the population either. There is a special concept. This is the term "child disability".

The reasons why parents can receive this status for a child with corresponding payments from the state are as follows:

  • Missing arms or legs, including amputation.
  • Leukemia.
  • Other diseases that correspond to the list of adult diseases.

A special commission also recognizes a toddler or preschooler as disabled. Referral from healthcare organizations is required. It can be a clinic, hospital, social security.

In addition, the set of documents required for recognizing a child as a disabled person includes:

  • certificates confirming the violation of health;
  • statements from the child's legal representative;
  • additional documents, for example, a birth certificate.

The children's commission examines a child under 18 years of age. If a child cannot come for an examination on his own, he can be carried out in a hospital, at home, by analogy with the adult population. Based on the result, he is assigned a disability group.

Why should such people undergo an annual examination and prove that their state of health has not improved? Such misunderstanding and discontent with the law caused not only me, but also many disabled people. In this connection, the concept of indefinite disability was recently introduced. According to the new list of diseases approved by the Government, it became possible to establish the status of a disabled person:

  • before the child comes of age;
  • indefinitely;
  • in absentia.

In addition, the changes affected the possibility of making changes to rehabilitation programs and methods of habilitation without the obligatory consideration of the disability group itself or its term.

The list of diseases itself was expanded and supplemented by the following diseases:

  • associated with chromosomal abnormalities, this also includes Down syndrome;
  • cirrhosis of the liver that does not respond to treatment;
  • schizophrenia related to psychological deviations;
  • infantile paralysis, which also cannot be treated;
  • blindness, deafness, which in the forecast do not have positive dynamics.

The general list now consists of 58 diseases, in the presence of which people have the opportunity to obtain a disability. Based on this list, the ITU Commission is no longer always obliged to set the duration of an established group and can assign it indefinitely.

List of diseases

According to the innovations in the current legislation, people subject to permanent disability can now receive it in absentia without visiting the medical board. This right applies to citizens who live in hard-to-reach regions. You can apply for a disabled person status indefinitely if you have one of 14 diseases:

  • functional deviations respiratory organs;
  • Availability mental disabilities not amenable to treatment;
  • Availability malignant tumors, regardless of the forms of manifestation and location;
  • complex mental disorders, as well as diseases associated with the nervous system;
  • diseases various internal organs, not subject to treatment, but only progressive;
  • motor problems caused by nervous abnormalities;
  • anomalies caused by chromosomal abnormalities;
  • irreversible processes flowing in human brain;
  • amputation or paralysis limbs;
  • complete loss of vision or hearing unrecoverable;
  • diseases associated with pressure in vessels;
  • circulatory problems not amenable to healing;
  • diabetes, at a stage when the activity of organs is significantly impaired;
  • psoriasis in a severe stage of its manifestation.

In the presence of these types of diseases, ITU Commission members can define an indefinite disability group, which will not need to be periodically confirmed. The main criterion for establishing such a form of disability is the inability of a person to restore the lost function of the body, as well as the presence of negative prognosis of the course of the disease.

Types of groups

Depending on the severity of the disease, one of 3 possible groups can be assigned. For each of them, a certain list of diseases and dysfunctions is also established. Let's consider each of them in more detail:

First group

It includes people with serious functional impairments. Their condition is characterized by the impossibility of self-care. The presence of deviations is recorded more than 90% of the norm of a healthy person. The cause of the deviations does not matter. They can be obtained during life or before birth. The list of this group includes the following diseases:

  • whatever the cause, the absence of a limb, while both arms or both legs should be absent;
  • vegetative state of the patient caused by nervous disorders or the consequences of a stroke;
  • diabetes in its severe degree;
  • manifested in the most severe degree blindness, deafness;
  • malignant tumors giving metastases, and no longer subject to treatment;
  • respiratory diseases not amenable to treatment;
  • paralysis;
  • diseases of the nervous system that lead to problems with coordination, speech, vision;
  • mental disorders, which led to the development of dementia and some other similar consequences.

Second group

People in this category are considered partially capable. They can do everything themselves, but sometimes they need outside help. Deviations that may give the right to assign this group make up the following list:

  • violations, vision-related;
  • cirrhosis of the liver, this process cannot be reversed against organ decay;
  • paralysis, which acts only on the limbs and enables a person to move around using a wheelchair or in another way;
  • diabetes, whose condition is established as moderate;
  • fistula;
  • disarticulation of the thigh, limiting human movement;
  • oncology for the period of treatment with therapy;
  • Problems circulatory system, pressure;
  • respiratory diseases;
  • hearing problems, including its partial loss;
  • diseases of the genitourinary organs that prevent a person from fully functioning;
  • psychical deviations, in the presence of this disease for more than 10 years;
  • the presence of joint prostheses, which allow a person to do without auxiliary help;
  • defects of the skull, which cause nervous disorders and other consequences.

This group is assigned if the loss of human functionality is established by 70-80%. These people can continue to work, but only in certain areas that are indicated in their IPR.

Third group

It includes patients with functional deviations of 40-60%. This group implies the full ability of a person to continue to work. Only he should be provided with preferential working conditions and some special conditions obligatory for him. The list of diseases typical for this group includes:

  • absence vision one eye;
  • deafness having an average degree;
  • jaw disorders preventing a person from chewing normally;
  • diabetes, which does not give severe violations to the organs;
  • amputation or paralysis fingers, hands;
  • first stages oncological diseases;
  • facial defects not corrected by surgery;
  • valve presence or other foreign auxiliary body in the body, including the brain.

People with these conditions can manage on their own without the support and help of others. But such a person needs to provide him with special conditions, when he can fully function and fulfill his labor duties.

Thus, new changes in legislation, which came into force in the spring of 2019, made it easier for some people with disabilities to obtain a status, as well as to maintain it. But at the same time, the criteria for assessing extradition to the third group were tightened. If earlier the presence of a detected violation of at least one function was required, now it is necessary to identify several unfavorable processes or dysfunctions.

Still, there was still a need for the majority of disabled people to re-pass ITU annually for the second, third groups, and once every 2 years for representatives of the first group. But the list of diseases itself has expanded, and this makes it possible for more unhealthy people to turn to the state for help.

Disability is a condition of a person with the impossibility of carrying out mental, physical or mental activity. The procedure for establishing disability in the Russian Federation is carried out by the relevant authorities, and at the same time carries a medical and legal significance. The establishment of disability gives the right to receive a number of benefits and pension payments, while a person who has received a certain degree of disability cannot work in part or in full. In modern society, the concept of “disabled person” is considered to be a more correct term “person with disabilities”.

Disability status is defined in several groups:

  • - on diseases of motor functions;
  • - for circulatory diseases;
  • - for diseases of the digestive and respiratory systems;
  • - on metabolic disorders;
  • - for dysfunctions of the sense organs, in particular, vision, hearing, smell and touch;
  • - for mental disorders.

At the same time, there is an opinion among Russians that there is a list of diseases, in accordance with which one can obtain a certain disability status. However, not all diseases listed on this list qualify for disability. So, for example, a person with an oncological disease, after completing all courses of long-term rehabilitation therapy, can be sent for examination to obtain the status of a disabled person to a certain degree, and the commission will decide whether to extend the sick leave without establishing a disability group, or determine the status of a disabled person. 2nd group for a period of one year, after which, after re-examination, the disability is removed or extended again. It is believed that the duration of an uninterrupted sick leave should not exceed 4 months, with interruptions - 6 months.

There is a list of persons who are entitled to receive disability on an indefinite basis, which include:

  • - disabled men over 60 years old and women over 50 years old, as well as disabled people with the appointment of a second medical examination after the specified age;
  • - disabled persons of the 1st and 2nd groups, the degree of disability in whom did not change or changed for the worse for 15 years;
  • - invalids of the Great Patriotic War of the 1st and 2nd groups, as well as citizens defending their homeland with disabilities received before the Second World War;
  • - disabled military personnel who have received the status of disability due to injuries and diseases received during the period of service.

In addition, there is a list of diseases for obtaining disability on an indefinite basis, which include:

  • - malignant tumors of various forms and localization;
  • - benign brain tumors;
  • - mental illness that does not respond to treatment;
  • - diseases of the nervous system, affecting changes in motor skills and the work of sensitive organs;
  • - severe forms of nervous diseases;
  • - degenerative processes of the brain;
  • - severe diseases of internal organs with a progressive course;
  • - defects of the lower and upper limbs, in particular amputation;
  • - complete lack of sight and hearing.

1. 2. The criteria used in the implementation of medical and social expertise of citizens by federal state institutions of medical and social expertise determine the conditions for establishing disability groups (category "disabled child").

II. Classification of the main types of dysfunctions

4. With a comprehensive assessment of various indicators characterizing persistent disorders of the functions of the human body, four degrees of their severity are distinguished:

  • 1 degree - minor violations,
  • 2 degree - moderate violations,
  • 3 degree - severe violations,
  • 4 degree - significantly pronounced violations.

III. Classifications of the main categories of vital activity

a) the ability to self-service - the ability of a person to independently fulfill basic physiological needs, to carry out daily household activities, including personal hygiene skills:

  • 1 degree - the ability to self-service with a longer investment of time, fragmentation of its implementation, reduction in volume with the use, if necessary, of auxiliary technical means;
  • 2 degree - the ability to self-service with regular partial help from other persons using, if necessary, auxiliary technical means;
  • 3 degree - inability to self-service, need for constant outside help and complete dependence on others;

b) the ability to move independently - the ability to independently move in space, maintain body balance when moving, at rest and when changing body position, use public transport:

  • Grade 1 - the ability to move independently with a longer expenditure of time, granularity of execution and a reduction in distance using, if necessary, auxiliary technical means;
  • 2 degree - the ability to move independently with regular partial help from other persons using, if necessary, auxiliary technical means;
  • 3 degree - inability to move independently and need constant help from others;

c) the ability to orientate - the ability to adequately perceive the environment, assess the situation, the ability to determine the time and location:

  • 1 degree - the ability to orientate only in a familiar situation independently and (or) with the help of auxiliary technical means;
  • 2 degree - the ability to orientate with regular partial help from other persons using, if necessary, auxiliary technical means;
  • 3 degree - inability to orientate (disorientation) and the need for constant help and (or) supervision of others;

d) the ability to communicate - the ability to establish contacts between people through the perception, processing and transmission of information:

  • 1 degree - the ability to communicate with a decrease in the rate and volume of receiving and transmitting information; using, if necessary, auxiliary technical means of assistance; with isolated damage to the organ of hearing, the ability to communicate using non-verbal methods and services for sign language translation;
  • 2 degree - the ability to communicate with the regular partial help of other persons using, if necessary, auxiliary technical means;
  • 3 degree - inability to communicate and the need for constant help from others;

e) the ability to control one's own behavior - the ability to self-awareness and adequate behavior, taking into account social, legal and moral and ethical norms:

  • 1 degree - periodically arising limitation of the ability to control one's behavior in difficult life situations and (or) constant difficulty in performing role functions affecting certain areas of life, with the possibility of partial self-correction;
  • 2 degree - a constant decrease in criticism of one's own behavior and the environment with the possibility of partial correction only with the regular help of others;
  • 3 degree - inability to control one's own behavior, impossibility of its correction, need for constant help (supervision) of other persons;

f) the ability to learn - the ability to perceive, memorize, assimilate and reproduce knowledge (general education, professional, etc.), mastering skills and abilities (professional, social, cultural, everyday):

  • 1 degree - the ability to learn, as well as to obtain an education of a certain level within the framework of state educational standards in general educational institutions using special teaching methods, a special training regime, with the use of auxiliary technical means and technologies, if necessary;
  • 2nd degree - the ability to learn only in special (correctional) educational institutions for students, pupils, children with disabilities or at home according to special programs using, if necessary, auxiliary technical means and technologies;
  • Grade 3 - learning disability;

g) ability to work - the ability to carry out work in accordance with the requirements for the content, volume, quality and conditions of work:

  • 1 degree - the ability to perform labor activities in normal working conditions with a decrease in qualifications, severity, tension and (or) a decrease in the volume of work, inability to continue working in the main profession while maintaining the ability to perform labor activities of lower qualifications in normal working conditions;
  • 2 degree - the ability to perform labor activities in specially created working conditions using auxiliary technical means and (or) with the help of other persons;
  • 3 degree - inability to any work activity or impossibility (contraindication) of any work activity.

7. The degree of limitation of the main categories of human life is determined based on the assessment of their deviation from the norm corresponding to a certain period (age) of human biological development.

IV. Criteria for establishing disability groups

8. The criterion for determining the first group of disability is a health disorder of a person with a persistent, significantly pronounced disorder of body functions caused by diseases, consequences of trauma or defects, leading to a restriction of one of the following categories of life activity or a combination thereof and necessitating his social protection:

  • self-service ability of the third degree;
  • mobility of the third degree;
  • orientation ability of the third degree;
  • ability to communicate third degree;
  • ability to control their behavior in the third degree;
  • learning ability third degree;
  • ability to work in the third degree.

9. The criterion for establishing the second group of disability is a violation of the health of a person with a persistent, pronounced disorder of the body's functions, caused by diseases, consequences of injuries or defects, leading to a restriction of one of the following categories of life activity or their combination and necessitating his social protection:

  • self-service ability of the second degree;
  • mobility of the second degree;
  • second degree orientation ability;
  • communication skills of the second degree;
  • the ability to control their behavior of the second degree;
  • learning ability second degree;
  • ability to work in the second degree.

10. The criterion for determining the third group of disability is a health disorder of a person with a persistent moderately pronounced disorder of body functions caused by diseases, consequences of injuries or defects, leading to a limitation of the ability to work in the first degree or limitation of the following categories of vital activity in their various combinations and necessitating it social protection:

  • self-service ability of the first degree;
  • mobility of the first degree;
  • first degree orientation skills;
  • communication skills of the first degree;
  • the ability to control their behavior in the first degree;
  • first degree learning ability.

11. The category of "disabled child" is defined in the presence of disabilities of any category and any of the three degrees of severity (which are assessed in accordance with the age norm) that necessitate social protection.

A person who has received a disability and all social benefits attached to such a status is obliged to undergo repeated medical examinations at a certain frequency.


In case of refusal to undergo a medical examination, he loses his disabled status and can no longer enjoy the social support that the state provides to citizens with disabilities.

However, there are cases when disability is granted indefinitely. These rules apply to both adults and children with disabilities.

When it is possible to get an indefinite disability

The law provides for cases when an annual re-examination is not required. In particular, people who have reached a certain age can get permanent disability (for men - 60 years, for women - 55 years).

When disability is issued indefinitely

  1. Any malignant formations with relapses occurring after undergoing radical treatment. Metastases with an undefined root cause and in the absence of a treatment response. Tumors that do not respond to therapy with a pronounced change for the worse in the state of health, accompanied by signs of intoxication and tumor decay.
  2. Non-malignant neoplasms of the brain and spinal cord that cannot be surgically removed. In this case, the development of the tumor is accompanied by impaired speech or motor functions, deterioration of vision and movement of the cerebrospinal fluid.
  3. Surgery to remove the larynx.
  4. Severe mental retardation, acquired, senile or congenital dementia.
  5. Diseases of the central nervous system that cannot be cured and are accompanied by disorders of the motor, visual, and speech apparatus.
  6. Hereditary genetic and developing neuromuscular ailments causing muscle atrophy, complete or partial loss of motor functions.
  7. Degenerative brain pathologies that do not respond to treatment.
  8. Irreversible pathologies of blood vessels and (or) the retina of the eye, as well as the optic nerve. Eye diseases resulting in complete loss of vision in both eyes, for which treatment is ineffective. Irreversible diseases leading to a narrowing of the field of vision up to 10 degrees.
  9. Complete deafness, excluding the possibility of installing endoprostheses to restore hearing.
  10. Complete lack of sight and hearing.
  11. Ailments associated with high blood pressure, accompanied by severe lesions of the central nervous system (disorders of visual, speech, motor functions, paralysis). After what period of time is given an indefinite disability group

If a medical special commission recognized a person as disabled due to serious diseases that cannot be cured or corrected, and all rehabilitation and medical procedures were ineffective, the disability can be recognized as lifelong.

In the case of serious irreversible pathologies described above, lifelong disability is given no later than two years.

Not later than four years, an indefinite disability can be obtained if it is revealed that all medical and rehabilitation procedures have not led to the elimination of the disease limiting the degree of a person's life or alleviating the patient's condition.

The VTE commission assigns the first group of disabilities to people who have lost 90-100% of the ability to learn, work and control their behavior. The assignment of this allowance provides many social benefits, including the right to free movement on public transport, service in public medical institutions out of turn, a discount on utility bills, and much more.

Group 2

The basis for assigning the second group of disability is the loss of the ability to learn and work by 60-80%. The second group of disability, as a rule, implies lifelong exemption from work, but in some cases the person still retains the right to work. The following are examples of diseases in which a second group of disabilities can be established:
